Do You Need a Rental Car in London? ULEZ, Parking and Total Costs
Editorial review: · ZoneScout
For three days of central London museums, riverside visits and theatre, start by planning without a rental car. Consider one only for a specific journey, access requirement or equipment load that other options cannot reasonably meet. Compare hiring for the whole stay with collecting a car only for the day you need it. The useful price includes parking, driving charges, fuel or charging, contract extras and collection time—not just the advertised daily rate.
LondonWhich days actually need a car?
Write down each destination, arrival time, luggage load and any step-free or assistance requirements. Test the whole journey from the accommodation entrance. Visit London says public transport is often quicker than driving; that supports investigating a car-free central itinerary, not assuming it works for every traveller.
A rural stop, bulky equipment or an individual access need can change the decision. Compare a suitable train, a properly booked vehicle and a rental for that specific day. Include reaching the rental desk, opening hours and returning the car. A one-day hire can remove unused rental days, but a different daily rate or collection cost can cancel the saving.

Three separate bills: ULEZ, congestion and parking
Rules checked on 27 October 2026: ULEZ costs £12.50 per day for a non-compliant, non-exempt car driven in the zone. It operates across London boroughs and the City, excluding the M25, around the clock except Christmas Day. A parked car that is not driven that day does not trigger ULEZ; driving either side of midnight can trigger two days.
The standard Congestion Charge is £18 paid in advance or on the day, or £21 by midnight on the third day after travel. Charging hours are 07:00–18:00 Monday–Friday and 12:00–18:00 weekends and bank holidays, except Christmas Day through the New Year’s Day bank holiday inclusive. ULEZ compliance does not remove this separate charge.
| Charge | Trigger | Details to verify | Who checks and pays? |
|---|---|---|---|
| ULEZ | Driving a non-compliant, non-exempt vehicle in the zone | Actual plate, vehicle eligibility, route and calendar date | Check TfL; agree payment responsibility with the rental firm |
| Congestion Charge | Driving within its zone during charging hours | Actual plate, route, date, time and any confirmed discount | Check TfL; confirm who pays and retain proof |
| Parking | Using a specific chargeable space | Bay or garage, plate, tariff, permitted user and duration | Check council/operator; follow the actual rental agreement |
Get the registration and payment arrangement in writing
Before collection, ask how you obtain the actual registration and what happens if the allocated car changes. Use TfL’s vehicle checker and zone maps once the plate is known. An advertised vehicle category does not establish the replacement car’s status. Ask whether the firm pays particular charges, how it passes them on, and what administration fees and deadlines apply.
A rental is not automatically exempt or covered by the supplier’s Auto Pay. Electric cars currently receive a 25% Congestion Charge discount only when registered on active Auto Pay; confirm the actual arrangement. Other exemptions have their own conditions. TfL’s announced residents’ rules from 1 March 2027 are future rules, not today’s visitor entitlement. Pay through official TfL channels as agreed, keeping plate/date receipts and avoiding duplicate payment.
Check the actual parking space, not “parking available”
There is no single London parking price. Westminster’s current council example uses zone, CO₂ band and fuel type; its tariff changed on 2 March 2026. Check the current official tariff and payment quote for your actual plate. Those street prices do not set a hotel garage’s rate or another borough’s charges.
At the space, read permitted users, hours, maximum stay, no-return restrictions and temporary suspension notices. Paying does not authorise a residents-only or suspended bay. Ask a garage for its full entrance address, height limit, opening hours, reservation and overnight access. Confirm bag storage separately; keep valuables with you rather than using the parked car as luggage storage. The linked parking guide covers those arrangements in detail.
Build one worksheet before comparing quotes
Add the items below for each option, using actual quotes where no public tariff applies. Record the hours required, not just the number of calendar days. Keep a refundable deposit separate from expected spending, while checking the card balance it ties up. Record excess and exclusions alongside the cost rather than treating the deposit as insurance.
Hypothetical three-day itinerary: Westminster and South Bank on day one, museums and a West End evening on day two, then another central day or a separate excursion. Price no car, all-stay hire and excursion-only hire. If a standard, undiscounted car is driven in the Congestion Charge zone during charging hours on two days, advance/same-day charges alone total £36. This excludes hire, parking, ULEZ and every other item; it is not a trip quote.
| Cost line | Record for each option |
|---|---|
| Hire and contract extras | Exact collection/return times, protection, extra driver, equipment and agreed administration charges |
| Parking | Every stop and overnight period; access, reservation and operator fees |
| Driving | Applicable ULEZ/CC days plus any route-specific tolls or tunnel charges |
| Fuel or charging | Actual vehicle, mileage and return policy |
| Other travel and time | Airport connections, trips to the rental desk, public transport and collection/return time |

Compare public transport per person, with the right cap
TfL’s adult daily Zones 1–2 cap checked on 27 October 2026 is £8.90. If two adults each reach that cap on three days of qualifying travel confined to those zones, the example totals 2 × 3 × £8.90 = £53.40. Fewer journeys can cost less. This is a conditional calculation, not an all-inclusive airport or holiday fare.
Each person must consistently use their own same contactless card, device or Oyster card. A phone and the physical card behind it are separate payment methods for capping. Touch in and out on rail; on buses and trams touch in only. Check the zones and services actually used, airport or special-service conditions and any overseas bank fees. A cap does not turn all travel into one automatic flat charge.
Keep the lodging decision separate from the driving budget
For accommodation context, ZoneScout supports specific areas of London, Chicago and San Francisco. A city name alone does not establish coverage. Search the hotel or address, confirm an approximate listing pin, then explicitly request the 500 m report. Read its source, reporting period and completeness; the circle does not inspect a garage or assess the route to it.
Save snapshots locally and compare two or three London stays only when every option has eligible complete coverage with the same source and period. UK Police locations are anonymised and records are monthly. Missing data remains unknown; nearby points are not proof of incidents at a property or a personal safety guarantee. Combine that context with confirmed access and transport costs. Recheck changing charges for your travel dates.
